Is democracy in decline?

Between 1974 and 2005 the number of electoral and liberal democracies in the world increased dramatically, but since around 2006, freedom and democracy have stagnated and even receded. Is this a permanent or temporary trend? And should the free world be more reluctant in supporting democratic change abroad, or must the free world continue to voice international support for democratic movements? How can liberal democracies best promote democratic values worldwide?
