In February Vladimir Putin ordered a brutal attack on Ukraine, killing thousands of civilians. Putin has turned Russia ever more authoritarian, effectively making the country a dictatorship. He has also supported authoritarian leaders in Belarus and Kazakhstan by cracking down on democratic movements. How can the Western world help Ukraine? And how can the West promote liberal and democratic values in Russia?
