development and global public goods
The diffusion of aid on a multitude of goals, fashions and stakeholders is ineffective. The gap between goals and promises on one hand and results and reality on the other is glaring.
The broad narrative for Norwegian development policy and aid has survived due to increasing aid volumes, highly diverse stakeholder interests, and a surprising combination of support and distrust by citizens.
This paper argues that a new political narrative is needed, and that Norway must link its development goals directly to its means.
